How engineering evolves when intent becomes the governing artefact
Intent-Driven Development reshapes how AI-enabled systems are governed, but it also reshapes the people responsible for delivering them.
Product leaders, UX practitioners, software engineers, architects, QA specialists, security teams, and platform engineers all feel the shift differently. As autonomy expands through AI systems, the centre of gravity in delivery moves. Decisions that once lived inside code reviews move upstream into specification. Implicit assumptions must become explicit constraints. Responsibility shifts from inspecting output to shaping intent.
If intent becomes the governing artefact, the practitioner’s role cannot remain unchanged.
From Implementation to Intent Design
In traditional software delivery, value is frequently demonstrated through construction. Engineers implement features, refine performance, correct defects and review code. Governance relies heavily on inspection of output after it has been produced. Code has huge perceived value and associated costs.
As discussed in Article 6 – Measuring Intent Fidelity, alignment must be assessed across dimensions such as completeness, correctness, consistency and alignment with underlying purpose. That assessment becomes increasingly difficult if intent itself remains implicit and left to AI to imagine.
Without the correct context both humans and AI struggle to create the desired output; but humans can engage in further conversations and agile theatre to further define the context. When AI accelerates implementation, implicit intent becomes a liability.
Engineering does not become less technical in this transition. It becomes more structural. The practitioner increasingly designs the context, the human intent, within which implementation is generated. Constraints, acceptance criteria, domain boundaries and non-negotiable conditions must be articulated explicitly rather than inferred.
The role evolves from primarily implementing artefacts to deliberately shaping the intent that governs them.
Intent Begins With the User
Before there is specification, before architecture, before governance gates, there is human need.
In Article 2 – The System (Integration), User-Centred Design and UX were positioned as foundational disciplines within an Intent-Driven framework. That foundation becomes more critical, not less, as autonomy expands.
AI systems will optimise whatever intent is encoded. If user goals are poorly understood, if accessibility constraints are implicit, or if ethical considerations are assumed rather than articulated, those gaps scale.
Within an IDD organisation, UX becomes upstream intent discovery rather than downstream interface refinement. User goals, behavioural safeguards, clarity of interaction and acceptance thresholds must be expressed in forms that feed directly into governing artefacts.
Without that clarity, delegation amplifies misinterpretation.
Engineering as Systems Steward
As organisations progress through maturity stages, described in Article 7 – The IDD Maturity Model – Scaling Autonomy Without Losing Control, engineering responsibility shifts accordingly.
At early stages, practitioners remain deeply involved in reviewing outputs. As measurement demonstrates sustained alignment, more effort is invested in shaping upstream articulation.
Engineering responsibility increasingly includes:
- Translating user and product intent into structured, bounded specification
- Anticipating ambiguity before it reaches implementation
- Embedding architectural principles directly into governing artefacts
- Defining edge conditions explicitly rather than correcting them post hoc
- Interpreting intent fidelity signals and refining clarity accordingly
Technical depth remains essential. It is simply applied earlier and more deliberately within the lifecycle – something the industry has always struggled with.
On the “AI Engineer” Narrative
Industry commentary often suggests that the rise of agentic systems creates a new singular or dominant role, the “AI Engineer”, who combines product thinking, UX judgment, architectural expertise, security awareness and implementation skill within one individual.
There is value in recognising that new capabilities are required in AI-enabled systems. However, enterprise-grade software has historically achieved resilience not through role consolidation, but through coordinated specialisation.
Intent-Driven Development does not collapse disciplines into a single persona. It makes their collaboration explicit through a shared governing artefact.
Product clarifies business outcome. UX safeguards user intent. Architecture defines structural boundaries. Security encodes non-negotiable constraints. Engineering shapes decision space. QA validates alignment.
The strength of the system lies not in creating a diluted and physically unacheivable silver-bullet role, but in aligning specialist expertise around clearly articulated intent. In complex environments, maturity arises from structured coordination rather than individual centralisation.
Designing for Delegated Autonomy
The practitioner’s enduring question therefore changes.
Rather than asking solely how to implement safely, the question becomes how to define safely.
As described in Article 3 – The Control (Human Gates in Agentic Flows), governance operates through explicit risk thresholds and decision gates. Designing for delegation requires that these thresholds are reflected upstream in the way intent is articulated.
This demands:
- Bounded scope
- Explicit success criteria
- Transparent articulation of constraint
- Clear identification of non-movable boundaries
When intent is underspecified, both human and machine execution become fragile. When intent is well defined, delegation can expand within controlled limits.
The Boundaries of Human Accountability
Certain domains, security interpretation, regulatory decision-making, high-impact ethical trade-offs and strategic domain modelling, may remain permanently human-controlled.
The maturity model recognises that plateau can represent optimal calibration rather than incomplete progress. The objective is not maximal automation. It is sustained alignment.
Human expertise evolves from routine artefact production toward stewardship of intent and accountability.
A Structural Shift Across Roles
The evolution described here does not belong to a single function. It affects Product as much as Engineering, UX as much as Architecture, and Security as much as QA. As autonomy increases, each discipline must become more explicit in how it contributes to the formation and protection of intent.
No single role absorbs this shift. It is distributed. It is structural. And it requires coordination rather than consolidation.
If Intent-Driven Development alters the centre of gravity in enterprise delivery, the next question is practical rather than conceptual: how does each role adapt in measurable terms, and how does that adaptation differ across maturity stages?

Intent-Driven Development: Maturity Model
In today’s AI-accelerated world, the challenge isn’t whether technology can build software faster, it’s whether organisations can ensure that what gets built actually reflects human intent. Traditional maturity models tend to measure adoption by counting tools or automated outputs, but this risks conflating activity with alignment. True capability emerges not from the number of agents deployed, but from an organisation’s capacity to expand autonomy while preserving clarity, accountability and control.
